This tool showcases everything that a learning community has to offer. It is a method for both sharing the inner workings of your partnership and looking behind the scene at other partnerships to see what works for them. The power of this method lies in the give and take of knowledge, experiences and insights.
What is the goal?
Partnerships use the Peer Review Tool to develop and monitor the quality of their activities with the additional help of multiple external perspectives.
Who is it for?
Public-private partnerships working in vocational education and professional education who need expert feedback from colleagues. Also, directors/project leaders of PPPs who want to contribute as a peer to the development of other PPPs.
What is it?
A peer reviewer, often assisted by a team, delves into a PPP, searches for development perspectives and gives advice about steps to take. The tool used in the review contains a content framework (phase model) with 5 development levels and 4 dimensions. The framework contains:
- A description of what is needed at each level and dimension to go to the next level
- Detailed criteria that serve as a stepping-stone for giving findings and recommendations
- An average of 5 descriptions per criterion
- A profile of the reviewed PPP (as a result)

Katapult can help you setting up a peer review. Furthermore, Katapult will help finding peers to review your PPP and will assist in preparing and doing the review, using the Peer review framework. How do you use it?
Step 1
The PPP applies for a peer review and draws up the requests for help. A peer review team is formed and a schedule is set. The PPP provides background information to the peer review team.
Step 2
Interviews are scheduled. The peer reviewers go through the documentation they received in preparation for the interviews.
Step 3
The peer reviewers visit the PPP and conduct the interviews. Their first impressions are fed back to the PPP at the end of the visit.
Step 4
The reviewers prepare a peer review report with recommendations. This report will be discussed with the director or project leader of the PPP. A feedback meeting with the PPP will then take place.
Step 5
The peer review is evaluated. The PPP will then start working with the results of the peer review.
